The situation

You can prove you sent it. You cannot prove anyone received it.

A 380-person company updates its expenses policy by email, chat and intranet. Three weeks later a manager approves a claim under the old rules and finance asks whether the policy was communicated. The email tool says 61% opened. Nobody can say which 39% did not, and the intranet page has a view count with no names on it.

Named, timestamped, honest.

Each person is confirmed or pending, with the time, by department. One reminder to everyone still pending, at most once every four hours. It is evidence the message was confirmed, not proof it was understood, and the product says so.
